Carter H. Hites
Carter H. Hites was a member of the Fairfax Town Council from April, 1959 to February, 1960.
Hites resigned from the council when it was discovered he had failed to pay his poll tax by the December 14 due date, and so was not able to stand for reelection. Mayor John C. Wood appointed Barnard Jennings to Hites' seat.[1]
