Delbert Frame

Delbert Frame was a 19-year-old man who was killed by a hit-and-run driver while sledding on Lee-Jackson Boulevard near his Pleasant Valley home on December 27, 1939.[1]

Frame was dragged about 200 yards by the car.[1]
