- September 28 – 27-month-old Terri L. Quick drowns in a water-filled gravel pit of the Modern Sand and Gravel Company near her home on Telegraph Road in Franconia.[1][2]
- September 28 – The Fairfax County Board of Supervisors endorses a proposal for a merger between the county and the City of Falls Church.[3]
