Stephen F. Owen

Stephen F. "Steve" Owen was the Herndon Town Manager from 2003 to 2007.

Owen graduated from the College of William and Mary in 1981 with a B.A. in Government. He later added an M.A. in Urban and Environmental Planning from the University of Virginia in 1990.

Owen was the town manager of Berryville, Virginia, from 1982 to 1985.[1]

Owen was next the assistant town manager for the town of Leesburg from 1985 to 1987 and assistant county administrator for Frederick County, Virginia from 1987 to 1993.

From 1993 to 2002, Owen was the county administrator for Powhatan County.

Owen resigned in February 2007 to become the city manager for Staunton, Virginia.[2]
