- October 28, 1878 – Thomas Hickey is killed near the Clifton Station on the Midland Railroad when a freight train collides with the train on which he is a passenger.
- October 28, 1951 – The 11 founders of the Munson Hill Presbyterian Church meet at the Munson Hill Farm of Donald and Anne Wilkins in Falls Church.
- October 28, 1973 – Mary E. Conlon hangs herself in the basement of her home at 6304 Beryl Road in Alexandria.
- October 28, 1982 – 18-year-old Clydel D. Diggs shoots 48-year-old David Thomas, Jr. in the head with a .32 caliber revolver after the two men have sex at Thomas' apartment at 3604 Derwood Lane in the Sulgrave Manor Apartments in Mount Vernon. He then steals $25 and Thomas' car. Thomas' corpse is discovered November 1.
- October 28, 1993 – Herndon police officers Michael B. Berg and Lawrence A. Whitmer shoot and mortally wound 24-year-old Jonathan S. Smith, who had broken into his ex-girlfriend's Herndon townhouse and barricaded himself inside, when he threatens the officers with a knife. Smith is taken to the Reston Hospital Center, where he dies.
- October 28, 1996 – 16-year-old Jason M. Garrison pleads guilty to first-degree murder for his part in the December 16, 1995 murder of Jonathan Hall.
- October 28, 1996 – Fairfax County Executive William J. Leidinger is fired by the Fairfax County Board of Supervisors in a 7-2 vote.
