February
- The Sherwood Regional Library closes for a $3.1 million renovation.[1]
- February 4 – 26-year-old Daniel M. Strohkirch is arrested at his home in the Fort Belvoir area of Alexandria after a grand jury indicts him for murder for providing cocaine to Fred L. Green, a Stafford county man who subsequently died of cocaine poisoning on July 19, 1988 in Prince William County.[2]
- February 14 – A 20-foot-high cinderblock wall being constructed for a Service Merchandise store in Chantilly collapses from a gust of wind, mortally wounding 34-year-old William Dixon and injuring 9 other men. Dixon is taken to the Fair Oaks Hospital, where he dies of head injuries. The building was being constructed under the supervision of Keystone Builders, which was the general contractor for the project.[3]
- February 16 – 44-year-old waitress Joann A. Webster is stabbed to death in her apartment at 8601 Sacramento Drive in the Sacramento Square Apartments in Alexandria.[4][5]
- February 20 – 25-year-old Robert A. Miller pleads guilty to first-degree murder for beating and stomping 8-year-old Destiny Souza to death in the basement of her Springfield townhouse on September 17, 1990.[6]
- February 26 – The Bailey's Crossroads Revitalization Corporation is organized.
April
- April 12 – Circuit Court judge Johanna Fitzpatrick sentences 25-year-old Robert A. Miller to life in prison for fatally beating and stomping his girlfriend's niece, 8-year-old Destiny Souza, in her Springfield townhouse on September 17, 1990.[7]
- April 17 – 34-year-old Rodney A. Cheek fatally shoots his estranged wife, 28-year-old Deeta Venson-Cheek, as she parks her car outside the Heritage Center building in Annandale. Cheek then speeds back to Prince George's County, where he kills 34-year-old Edward Dawson in his Capitol Heights print shop and then fatally shoots himself after crashing his motorcycle into a pickup truck.[8]
- April 23 – 31-year-old Calvin Quick is shot several times and mortally wounded near his home in Reston. He is taken to Fairfax Hospital, where he dies the next day.[9]
- April 29 – Circuit Court Judge F. Bruce Bach sentences 46-year-old Lieutenant Colonel Bruce N. Griffin to 18 years in prison for fatally stabbing his 37-year-old wife Paulette at their Chantilly home on November 25, 1990.[10]
May
- May 3 – Fairfax County Circuit Court Judge Jack B. Stevens sentences 22-year-old Robert B. Ennis, Jr. to ten years in prison for fatally stabbing 20-year-old Jamie Friend following an incident of road rage on Popes Head Road in Clifton on December 2, 1990.[11]
- May 7 – 14-year-old Summer Lawhead is shot in the face with a .303 Enfield rifle by her 16-year-old boyfriend Marcus Fossett at his family's house at 2607 Beacon Hill Road in Alexandria.[12][13][14]
- May 26 – 47-year-old Charles L. Paugh is fatally stabbed by his trailer mate, 32-year-old Michael E. Travers, in his trailer at 5609 Vine Street in Franconia because Travers believes his 3-year-old daughter was sexually assaulted by Paugh.[15][16]
June
- June 1 – 85-year-old Cal Laning commits suicide near his home in the Lake Barcroft neighborhood of Falls Church.[17][18]
- June 15 – The Pleasant Valley Park in Chantilly is renamed the Richard W. Jones Park to honor the former Fairfax County Park Authority employee.[19]
July
- July 1 – 21-year-old Charles D. Cooper is shot to death in Annandale.[20]
- July 16 – 53-year-old Nancy M. Barnes is stabbed and mortally injured by her 29-year-old son David on the front lawn of her house at 8933 Falling Creek Court in the Red Fox Forest neighborhood of Annandale. She is taken to Fairfax Hospital, where she dies.[21]
- July 26 – 26-year-old Richard Capote, a member of the Fates Assembly motorcycle enthusiast club, is shot and mortally wounded when his assassination attempt on Pagan's motorcycle enthusiast club member Kirby Gallaghan turns into a running gun battle on the Richmond Highway in Lorton. Gallaghan returns fire, striking Capote in the head. Capote is taken first to the Potomac Hospital in Woodbridge, then to Fairfax Hospital, where he dies.[22][23][24]
August
- August 5 – Fairfax County Fire and Rescue Chief Warren E. Isman dies of a heart attack while on a trip to England. The Fairfax County Board of Supervisors names Glenn A. Gaines acting chief.[25]
- August 10 – The strangled corpse of 59-year-old Walter J. Graham, Jr. is found in the living room of his apartment in the Riverside Park Apartments in Alexandria by Fairfax County Police.[26][27]
- August 13 – 55-year-old Yhun Soo Ra is beaten to death in the Century 21 office at 7002 Evergreen Court in Annandale.[28]
- August 28 – 25-year-old Amilcar A. Menjivar is shot in the back of the neck and mortally injured during a robbery at the Wendy's at 7931 Lee Highway in Falls Church.[29] Menjivar lingers for nearly a month before dying at the Fairfax Hospital on September 25.[30]
September
- September 6 – Fairfax County Attorney David T. Stitt announces his resignation, effective November 8, to become a partner in the firm of Venable, Baetjer and Howard in their Tysons Corner office.[31]
- September 6 – 28-year-old Steven C. Intachit fatally shoots his 24-year-old girlfriend Jeanette W. Zarou, then commits suicide in the bedroom of his home at 3500 Courtland Drive in Falls Church.[32][33][34]
- September 9 – Upon learning that his 44-year-old wife Esther intends to leave him, 35-year-old Arthur N. Schneiderman chases her and her daughter from the house at 4016 Javins Drive in Franconia with an axe, striking her once on the shoulder and causing her to fall from the second floor. He then pours gasoline all over the second floor of the Alexandria-area house and sets it alight, burning himself to death.[35]
- September 15 – 21-year-old Martin Mendoza-Argueta is shot to death by Jose L. Lino in the Seven Corners area of Falls Church.[36][37]
- September 19 – 19-year-old Robert R. Redfearn's second trial for fatally shooting 17-year-old Robin M. Anderson in Alexandria on November 3, 1990 ends in a first-degree murder conviction.[38]
October
- October 4 – Fates Assembly Motorcycle Club member George Hughes inadvertently blows himself up in the parking lot of the Pohick Industrial Park in Lorton with a bomb meant to kill a member of the rival Pagan's Motorcycle Club.[39][40] Fellow Fates Assembly members Melvin Payne and Robert Paris are slightly injured by the blast.[39]
- October 29 – 25-year-old Marlene Samayoa is killed when a trash truck driven by 40-year-old Robert F. Reisinger runs over her husband's 1981 Toyota on Interstate 95 just past the Franconia exit in Springfield.[41]
November
- November 28 – A fire kills roommates 41-year-old Stephen A. Esmacher and 50-year-old Frank L. Best in their apartment in the Timberlane Village Garden complex in Falls Church.[42]
- November 30 – While fleeing pursuit by the Fairfax City Police, 24-year-old Juan L. Raimundo drunkenly kills himself when he loses control of his motorcycle on the exit ramp from Route 50 to Interstate 66 just outside the city limits and crashes. The mortally injured Raimundo is taken to Fairfax Hospital, where he dies.[43]
December
- December 20 – Circuit Court Judge F. Bruce Bach sentences 17-year-old Marcus Fossett to 22 years in prison for murdering his 14-year-old girlfriend Summer Lawhead on May 7.[44]
Crime
There were 20 murders or other homicides in Fairfax County in 1991.[45]
44 people were killed in 41 traffic crashes in Fairfax County in 1991. 18 of those crashes involved alcohol.
