January
- January 1 – 16-year-old Oakton High School junior Jennifer Parnell is killed when she turns her vehicle into the path of station wagon at the intersection of Lawyers Road and Myrtle Lane in Reston.[1]
- January 4 – Kennell Alexander pleads guilty to second-degree murder and unlawful wounding in Fairfax County Circuit Court for shooting 23-year-old Alvin May to death and wounding another man at the Cedar Ridge Apartments in Reston on February 13, 1999.[2]
- January 15 – Anthony H. Griffin becomes the County Executive for Fairfax County.
- January 23 – 65-year-old Henry A. Garvey is beaten and strangled to death at the Edmonds Garden Center at 8351-A Richmond Highway in the Mount Vernon area of Alexandria by Paul R. Pisacane.[3][4]
February
- February 7 – The Fairfax County Board of Supervisors votes to spend $12.7 million to purchase 838 acres of open land near Braddock and Pleasant Valley Roads in western Fairfax County.[5]
- February 7 – 22-year-old Donny L. Kidwell is stabbed and mortally injured in the Four Seasons neighborhood of Herndon. He manages to make his way to nearby friend's house and is airlifted to Inova Fairfax Hospital, where he dies during surgery.[6]
March
- March 2 – 26-year-old Georgia J. Gonzalez is stabbed to death by her 46-year-old boyfriend, Alberto Bustillo, in their apartment in Alexandria.[7]
- March 3 – 21-year-old Kennell Alexander is sentenced to 25 years in prison by Judge David T. Stitt for the February 13, 1999 murder of Alvin May in Reston.[8]
- March 6 – While walking home from work, 19-year-old Israel Kear is shot to death by Troy Giles during an early-morning robbery in Alexandria.[9][10]
- March 8 – Following an argument with her brother, 15-year-old Naeun Yoon is struck and killed by a 1994 Mercedes driven by 29-year-old lawyer Jane L. Wagner as she walks along Route 7 in Great Falls.[11][12] Yoon is taken to the Columbia Reston Hospital, where she is pronounced dead.[11]
- March 18 – 62-year-old John W. Bannister is beaten and strangled to death in his apartment at 8512½ Richmond Highway in the Mount Vernon area of Alexandria by Stephen M. Lineham and Paul R. Pisacane.[13][14]
- March 27 – The Fairfax County Board of Supervisors votes unanimously to buy Pine Ridge Park from the Fairfax County Public Schools system.[15] The BoS had previously agreed to swap a 9-acre site near the Fairfax County Government Center for the property, but upon discovering a restrictive covenant in the title for that land, instead decided to propose buying the park outright.[16]
April
- April 22 – 43-year-old Paul Sharma is stabbed to death inside his Super 7 convenience store at 8792-A Richmond Highway in the Mount Vernon region of Alexandria.[17][18]
May
- May 5 – 38-year-old Michael J. McCarthy commits suicide by hanging himself in the Fairfax County Jail.[19]
June
- June 3 – 31-year-old El-Muiz M. Abdu hacks 38-year-old Abdelatif T. Mohamed to death with a meat cleaver in Vienna to settle an argument over a $12,000 debt owed to Abdu.[20][18][21]
- June 24 – The Kingstowne Library opens in the Landsdowne Centre shopping center in Alexandria.
- June 29 – 33-year-old Jason A. Morant is convicted of first-degree murder for strangling his 24-year-old girlfriend Robin J. Kehrer in Fairfax on October 11, 1999.[22]
July
- July 5 – 18-year-old Keith D. Cunningham pleads guilty to murder, robbery, and firearms charges for his role in the March 6 robbery and murder of 19-year-old Israel Kear in Alexandria.[23]
- July 6 – Jason A. Morant is convicted of first-degree murder for strangling his girlfriend, 24-year-old Robin J. Kehrer, in the stairwell of the office building at 3975 Fair Ridge Drive in the Fair Oaks region of Fairfax on October 11, 1999.[24]
- July 11 – 15-year-old Stephen M. Lineham pleads guilty to first-degree murder for the murder of John W. Bannister in his Alexandria apartment on March 18.[25]
- July 17 – 36-year-old Mariza Segovia is shot to death by Fidel Angel Coreas in her apartment at 7610 Savannah Street in the Falls Church Gardens apartments in Falls Church.[26][27]
- July 18 – 47-year-old Phuong Ngoc Ho is sentenced to 30 years in prison by Judge Leslie M. Alden for stabbing his 41-year-old ex-wife Lien to death at her house at 6534 Wheat Mill Way in Centreville on December 14, 1999.[28][29]
- July 19 – Troy Giles is convicted of first-degree murder, robbery, and firearms charges for his role in the March 6 robbery and murder of 19-year-old Israel Kear in Alexandria.[30]
- July 30 – 14-year-old Jose Rodriguez, a member of the MS-13 youth organization, fatally stabs 22-year-old Mario A. Rubio-Martinez in the parking lot of the Culmore Shopping Center in Falls Church. Rubio-Martinez is taken to Fairfax Hospital, where he dies on the operating table during surgery.[31][32]
August
- August 15 – 41-year-old Staff Sergeant Spring L. Law is shot and mortally wounded by her 35-year-old former boyfriend Charles T. Saunders, who then kills himself in front of her home on Fort Belvoir. Sergeant Law is flown to Inova Fairfax Hospital, where she dies.[33][34]
September
- September 1 – After following him from Chillum, Maryland, 26-year-old Prince George's County Police Corporal Carlton B. Jones shoots 25-year-old Prince C. Jones, Jr. to death in the Seven Corners area of Falls Church.[35][36]
- September 7 – A Fairfax County police officer shoots and kills 55-year-old Ji Young Yoo at his house at 5223 Stonington Drive in Fairfax when he refuses to drop the splitting maul he was using to destroy furniture in the house.[37][38]
- September 16 – 21-year-old Jemmy E. Valladares Rivas is strangled to death by her boyfriend, 20-year-old Edwin J. Jones, in room #317 at the Courtyard by Marriot hotel on Route 50 in Fairfax.[39][40]
October
- October 2 – 20-year-old Gilmar Cornelio Gonzales drowns in Lake Barcroft when the canoe he and three others had liberated capsizes.[41]
- October 6 – Former Fairfax County Police officer Daniel B. Garrett, III is sentenced to two years in prison for stealing $330,000 while acting as the department's asset forfeiture officer.[42]
- October 6 – 20-year-old Roy Khattar unintentionally kills himself and injures his three passengers when he loses control of the 1996 Dodge Neon he is driving and crashes into a tree on Pleasant Valley Road in Chantilly.[43]
- October 20 – Fairfax County Circuit Court Judge Michael P. McWeeny sentences 62-year-old Issa E. Mansour to life in prison for murdering his brother-in-law, 56-year-old Christian B. Hughes, at Hughes' Franconia home on November 11, 1999.[44]
- October 23 – Judge Jane Marum Roush sentences 21-year-old Paul R. Pisacane to two consecutive life terms in prison for the murders of Henry A. Garvey on January 23 and John W. Bannister on March 19.[45]
November
- November 2 – 47-year-old Rick Hamilton kills his 46-year-old wife Bene Svitavsky and two children, 8-year-old Katy and 6-year-old Sara, then sets the family home at 1303 Bayshire Lane in Herndon afire before shooting himself in the garage.[46][47]
- November 15 – 27-year-old Fairfax County Police Officer Chad E. Mahoney is shot in the chest by another FCPD officer while engaging in a controlled drug buy in the parking lot of the University Mall in Fairfax.[48][49]
- November 27 – An electrical fire destroys Dogwood Elementary School in Reston.
December
- December 13 – Vienna Police Chief Dan Boring submits his resignation, effective February 9.[50]
- December 20 – A man is struck and killed at the intersection of Richmond Highway and Huntington Avenue in Alexandria. He is taken to Inova Fairfax Hospital, where he is pronounced dead.[51]
- December 22 – A 35-year-old woman is struck and killed at the intersection of Franconia Road and South Van Dorn street in the Franconia area of Alexandria.[52]
- December 23 – 42-year-old cook Thomas X. Duong is shot to death in his car behind the Culmore Shopping Center in the Baileys Crossroads section of Falls Church.[53][54]
